According to the Wilmington Urban Use Metropolitan Planning Organization, our section of Highway 17 has a capacity for 41,369 vehicles per day. From the most recent study by WMPO in 2021 during COVID, we were at approximately 40,500 vehicles per day. We have approximately 1600 new apartments, townhomes, and house in just our immediate area (Porters Neck to Blake Farms) that were recently developed. Assuming all are rented/leased/sold, one driver per unit would put us above our capacity on 17.

Due to the lack of proper drainage systems in existing neighborhoods, flooding is a common occurrence in Scotts Hill and most of Pender County. Many of the proposed developments will have drainage system and retention/detention ponds. However, this will not help the existing communities and with additional impervious surfaces, the potential for more flooding is increased.
When a couple of inches of rain cause flooded roads and tributaries to be even with the road, you can only imagine the impacts from tropical storms and hurricanes.
